Senior Agricultural Advisor

Job Description

Globfield International is seeking a highly qualified Senior Agricultural Advisor to support the implementation of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. The Senior Agricultural Advisor will provide technical expertise, strategic oversight, and policy guidance to strengthen agricultural supply chains, mitigate pipeline breaks, and integrate U.S.-imported commodities with locally sourced foods to enhance school feeding initiatives. This role will drive agricultural market analysis, local producer engagement, and sustainability planning to improve food security and nutrition for school-aged children over a 60-month project duration with an anticipated budget of $25 million.

Additionally, the Senior Agricultural Advisor will lead the Washington-based Technical Learning, Accountability, and Sustainability (TLAS) team. This includes overseeing research, evaluation, and best practices in agricultural procurement and food security strategies, ensuring lessons learned are integrated into future program design. The advisor will drive thought leadership, coordinate technical discussions, and ensure compliance with industry standards and USDA program guidelines.



Requirements

Key Responsibilities

• Provide expert analysis on agricultural market trends, procurement strategies, and food security policies • Guide the development of sustainable local food sourcing models to support school feeding initiatives • Advise on best practices for commodity handling, post-harvest storage, and food safety compliance • Develop strategies to blend U.S.-donated commodities with local agricultural production for program continuity and supply stabilization • Collaborate with USDA/FAS, USAID, and local governments to align agricultural policies with program objectives • Facilitate partnerships with farmer cooperatives, food processors, and agribusiness networks to improve supply chains • Support advocacy efforts to enhance government investment in sustainable school feeding programs • Provide technical training for agricultural specialists on procurement, food quality, and post-harvest management • Monitor and evaluate agricultural program performance to ensure alignment with USDA standards • Develop frameworks for WASH integration, food fortification, and nutrition-sensitive agriculture • Lead the TLAS team, ensuring technical expertise, research, and accountability are embedded in program learning and design • Develop technical reports, conduct evaluations, and share learning across Globfield International’s agricultural programs

Required Qualifications

• Bachelor or Master’s degree in agriculture, agribusiness, food security, economics, or a related field • Minimum of ten years of experience in agricultural development, food security, or procurement strategies • Strong knowledge of USDA funding mechanisms, McGovern-Dole programs, and international agricultural policies • Proven experience working with government agencies, donor-funded projects, and private-sector agribusinesses • Expertise in commodity sourcing, market systems analysis, and food safety regulations • Excellent policy analysis, negotiation, and stakeholder engagement skills • Fluency in English and working knowledge in French
