Job Description

Globfield International is seeking a Finance Manager (National Position) to oversee financial management, compliance, and reporting for the implementation of the United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. This role will be responsible for ensuring strong financial oversight, adherence to donor regulations, and efficient resource allocation to support program implementation over a 60-month project duration with an anticipated budget of $25 million.

The McGovern-Dole program’s core objectives include:

·      Improved literacy of school-aged children through enhanced educational materials, teacher training, and improved attendance.

·      Increased use of health, nutrition, and dietary practices by strengthening school feeding programs, food preparation safety, and nutrition education.

·      Strengthened local capacity through engagement with governments, community organizations, and public-private partnerships to ensure sustainability.

Requirements

Key responsibilities:

·      Oversee day-to-day financial operations, ensuring compliance with USDA/FAS regulations and local financial laws.

·      Manage budgeting, accounting, payroll, and financial reporting, ensuring accuracy and transparency in financial processes.

·      Maintain financial records, track expenditures, and conduct reconciliations to ensure alignment with donor requirements.

·      Ensure proper internal controls and risk management strategies to safeguard program funds and assets.

·      Supervise financial audits and ensure timely submission of required donor financial reports.

·      Support procurement and logistics teams by ensuring cost-effective financial planning and resource allocation.

·      Provide financial guidance to program leadership and support decision-making on expenditures and budget adjustments.

·      Ensure compliance with local tax regulations, labor laws, and institutional financial policies.

Qualifications:

·      Bachelor\'s degree in finance, accounting, business administration, or a related field.

·      Minimum of 7 years of experience in financial management within donor-funded projects.

·      Strong knowledge of financial reporting, budgeting, and accounting principles, particularly for international development programs.

·      Experience working with USDA/FAS regulations, grant management, and compliance standards.

·      Expertise in procurement and financial risk management.

·      Strong leadership and problem-solving skills with the ability to ensure financial accountability.

·      Fluency in French is required; proficiency in English is also required.
