Globfield International is seeking a Finance Director to oversee financial management, compliance, and operational efficiency for the implementation of a United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. This role will be responsible for ensuring financial integrity, operational effectiveness, and compliance with donor regulations across all program activities over a 60-month project duration with an anticipated budget of $25 million.
The McGovern-Dole program’s core objectives include:
· Improved literacy of school-aged children through enhanced educational materials, teacher training, and improved attendance.
· Increased use of health, nutrition, and dietary practices by strengthening school feeding programs, food preparation safety, and nutrition education.
· Strengthened local capacity through engagement with governments, community organizations, and public-private partnerships to ensure sustainability.
This position is critical in ensuring the financial and operational success of the program while maintaining donor compliance and promoting long-term sustainability.
Key responsibilities:
· Oversee all financial operations, ensuring compliance with USDA/FAS regulations and donor reporting requirements.
· Manage budgeting, financial planning, and expenditures, ensuring efficiency and transparency in program implementation.
· Develop and enforce financial controls, including internal audits and risk management strategies.
· Supervise procurement and logistics, ensuring cost-effective and timely supply chain management for commodities and program resources.
· Lead operational support functions, including human resources, administration, and facilities management.
· Ensure compliance with local labor laws, tax regulations, and financial reporting standards.
· Provide financial guidance to program leadership, supporting decision-making on resource allocation and cost efficiencies.
· Prepare financial reports and documentation for USDA/FAS, internal audits, and external stakeholders.
· Build capacity within the finance and operations teams, ensuring adherence to best practices in grant management and compliance.
Qualifications:
· Advanced degree in finance, accounting, business administration, or a related field.
· Minimum of 10 years of experience in financial management and operations for large-scale donor-funded programs, preferably in education, food security, or nutrition.
· Expertise in managing budgets, financial reporting, procurement, and compliance for international development projects.
· Strong knowledge of donor regulations, particularly USDA/FAS financial policies and grant management requirements.
· Experience in operational leadership, overseeing HR, administration, logistics, and facilities management.
· Excellent analytical and problem-solving skills with the ability to ensure financial accountability and operational efficiency.
· Fluency in French is required; proficiency in English is also required.
