Monitoring, Evaluation, and Learning (MEL) Manager - Burkina Faso

Job Description

Globfield International is seeking a Monitoring, Evaluation, and Learning (MEL) Manager to lead the implementation of robust data collection, analysis, and learning strategies for a United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. This role will ensure the effective measurement of program impact, compliance with donor requirements, and continuous improvement of interventions over a 60-month project duration with an anticipated budget of 25 million dollars.

The McGovern-Dole program’s core objectives include:

·      Improved literacy of school-aged children, enhancing education access, teacher training, and learning materials.

·      Increased use of health, nutrition, and dietary practices, strengthening school feeding programs, food preparation safety, and nutrition education.

·      Strengthened local capacity, supporting governments, community organizations, and public-private partnerships to ensure sustainable program impact.

This role is crucial to ensuring the program’s success through evidence-based learning and adaptive strategies.


Requirements

Key responsibilities:

·      Design and implement monitoring and evaluation frameworks to track progress against program objectives and USDA/FAS performance indicators.

·      Oversee data collection, ensuring accuracy, timeliness, and alignment with program goals.

·      Analyze and synthesize findings to inform adaptive management and strategic decision-making.

·      Develop and manage a learning agenda to capture best practices and lessons learned.

·      Lead external evaluations, including baseline, midterm, and final assessments in compliance with USDA/FAS requirements.

·      Train and support program staff and partners in M&E methodologies and data management systems.

·      Prepare high-quality reports and presentations for USDA/FAS, government stakeholders, and donors.

·      Ensure the integration of gender-sensitive and inclusive approaches within MEL activities.

Qualifications:

·      Advanced degree in monitoring and evaluation, international development, social sciences, education, public health, or a related field.

·      Minimum of 8 years of experience in MEL roles within large-scale donor-funded programs, preferably in food security, nutrition, or education.

·      Expertise in designing and implementing M&E frameworks, data collection methodologies, and impact evaluations.

·      Strong analytical skills with proficiency in statistical tools and software for data management.

·      Experience working with USDA/FAS indicators, reporting standards, and compliance requirements.

·      Proven ability to translate data into actionable insights for programmatic decision-making.

·      Excellent training and capacity-building skills to support staff and partners.

·      Fluency in French is required; proficiency in English is a plus.
