Deputy Chief of Party (DCOP) - Burkina Faso

Job Description

Globfield International is seeking a highly qualified Deputy Chief of Party (DCOP) to support the implementation of a United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. The DCOP will play a crucial leadership role in overseeing program operations, technical implementation, and stakeholder engagement within a 60-month project duration with an anticipated budget of $25 million.

The anticipated objectives of this project include:

  • Improved literacy of school-aged children through enhanced educational materials, teacher training, and improved attendance.
  • Increased use of health, nutrition, and dietary practices by promoting school meal programs, access to safe food preparation, and awareness of nutritional health.
  • Strengthened community and governmental engagement to ensure long-term sustainability and local ownership of education and nutrition initiatives.


Requirements

Key Responsibilities

  • Support the Chief of Party (COP) in strategic planning, program oversight, and coordination of project activities.
  • Lead operational management, ensuring efficiency in project implementation, monitoring, and reporting.
  • Provide technical guidance on programmatic areas, including school feeding, literacy, nutrition, and government capacity strengthening.
  • Ensure compliance with USDA/FAS regulations and financial management best practices.
  • Build and maintain relationships with government agencies, donors, implementing partners, and local stakeholders.
  • Oversee staff development and capacity building, ensuring high-quality program delivery.
  • Manage data collection and impact assessments, ensuring informed decision-making and adaptive program strategies.

Qualifications

  • Advanced degree in International Development, Education, Nutrition, Public Health, or a related field.
  • Minimum of 8 years of experience in program implementation, preferably in education, food security, or nutrition.
  • Proven expertise in operational leadership, stakeholder coordination, and financial management within large-scale donor-funded programs.
  • Strong leadership and team management skills, with experience overseeing multi-sectoral projects.
  • Familiarity with USDA/FAS regulations, grant management, and compliance frameworks.
  • Excellent communication and advocacy abilities, capable of engaging with government officials, donors, and local communities.
  • Fluency in both French and English is required.
