Job Description

Globfield International is seeking a highly qualified Chief of Party (COP) to lead the implementation of a United States Department of Agriculture (USDA), Foreign Agricultural Service (FAS) McGovern-Dole International Food for Education and Child Nutrition Program. The COP will provide strategic vision, technical leadership, and overall management of a large-scale school feeding initiative to improve literacy, nutrition, and food security over a 60-month project duration with an anticipated budget of $25 million.

The anticipated objectives of this project include:

·      Improved literacy of school-aged children through enhanced educational materials, teacher training, and improved attendance.

·      Increased use of health, nutrition, and dietary practices by promoting school meal programs, access to safe food preparation, and awareness of nutritional health.

·      Strengthened community and governmental engagement to ensure long-term sustainability and local ownership of education and nutrition initiatives.

This position requires extensive experience in program leadership, stakeholder engagement, and working with government agencies and international donors. The ideal candidate will bring expertise in education and nutrition programming, strong fiscal and operational management skills, and the ability to drive sustainable solutions in collaboration with local communities.

Requirements

Key Responsibilities

  • Provide strategic leadership in planning, implementation, and oversight of the USDA McGovern-Dole International Food for Education and Child Nutrition Program.
  • Ensure program alignment with the strategic objectives: improving literacy of school-aged children and increasing the use of health, nutrition, and dietary practices.
  • Manage program operations and finances, ensuring compliance with USDA/FAS regulations and efficient use of the $25 million project budget over the 60-month duration.
  • Lead stakeholder engagement, collaborating with government agencies, donors, and local communities to ensure sustainability and alignment with national education and food security priorities.
  • Supervise project staff, providing guidance to technical specialists, financial officers, and field teams to achieve program outcomes.
  • Monitor and evaluate project impact, ensuring data-driven decisions and adherence to agreed-upon performance metrics.
  • Advocate for policy development, supporting government institutions in strengthening education and nutrition frameworks.
  • Oversee reporting and communications, ensuring timely submission of performance and financial reports to USDA/FAS and key stakeholders.

Qualifications

  • Advanced degree in International Development, Education, Nutrition, Public Health, or a related field.
  • Minimum of 10 years of experience leading large-scale international development programs, preferably in education, food security, or nutrition.
  • Proven expertise in program management, financial oversight, and stakeholder coordination, ideally with USG-funded projects.
  • Strong leadership skills, with experience in managing diverse teams across multiple geographic locations.
  • Knowledge of food security, literacy, and nutrition interventions, particularly in low-income, food-deficit countries.
  • Exceptional communication and advocacy skills, capable of engaging with government officials, donors, and local communities.
  • Familiarity with USDA/FAS regulations, grant management, and compliance requirements.
  • Fluency in English required; proficiency in French or another relevant language is an asset.
